Recovery planning at this level usually has budgetary implications. This should not be confused with community level planning.
Guidance on phases
This indicator should be monitored together with other cluster/sector indicators on DRR as the DRR initiatives taken by local government may well support building disaster risk reduction capacity at sectorial level. This activity should take into account the variety of strengths and weakness of different parts of the community to ensure the plans are efficient and offer assistance to everyone.
